Unmet Need for HIV Primary Care in the Atlanta Eligible Metropolitan Area, 2005
The purpose of this project was to develop an estimate of the number of individuals residing in the Atlanta Eligible Metropolitan Area (EMA) who were living with HIV disease, aware of their status and had an unmet need for HIV primary care during calendar year 2005. The development of these estimates involves secondary analysis of data provided by the Georgia Department of Human Resources Division of Public Health (GDPH), HIV Epidemiology Section.

Unmet Need for HIV Primary Care in the Atlanta Eligible Metropolitan Area and Georgia, 2003
The purpose of this project was to develop an estimate of the number of individuals ages 13 and above residing in the Atlanta Eligible Metropolitan Area (EMA) and Georgia and who were living with HIV disease, aware of their status and had an unmet need for HIV primary care during calendar year 2003. This project involves secondary analysis and linking of multiple data sources in developing these estimates.

Atlanta Eligible Metropolitan Area HIV Consumer Survey, 2002-2003
Face-to-face interviews were used to obtain information about services used,
services needed but not received, and barriers to receiving services among
people living with HIV in the Atlanta Eligible Metropolitan Area. Secondary
analysis of client-level data provided context in which to interpret these

Estimating Unmet Need for HIV Primary Care Among People Living with
HIV Disease in the Atlanta Eligible Metropolitan Area, 2001
Atlanta was one of six sites in the nation selected to participate in
a pilot study to develop an estimate of the number of people in the Atlanta
Eligible Metropolitan Area (EMA) who were HIV positive, aware of their
status, and having an unmet need for HIV primary medical care and service
gaps for medical and other services. This project involves secondary analysis

Georgia Statewide HIV Prevention Needs Assessment, 2002
The effectiveness of existing prevention program efforts, as well as the
need for expanded efforts, were captured in this needs assessment. Focus
groups were conducted throughout the state with people living with HIV
and with prioritized populations for prevention efforts.
Georgia Statewide HIV Consumer Survey, 1999-2000
This cross-Titles (Ryan White Titles I, II III and IV) study used face-to-face
interviews and written surveys to obtain information about services used,
services needed but not received, and barriers to receiving services among
people living with HIV throughout the state of Georgia. Secondary analysis
of client-level data provided context in which to interpret these data.

HIV/AIDS in Georgia: Comprehensive Needs Assessment, 1998-1999
Using a multi-methodological approach, this statewide HIV needs assessment
identified the main areas of need related to HIV care and prevention services
in Georgia. Key informant interviews, consumer focus groups, and written
organizational surveys were used to gather needed information.
Rural Georgia African American HIV Prevention Needs Assessment
We used a variety of existing data sources including census data, health
outcome indicators, sexually transmitted disease data, and HIV counseling
and testing data to provide health districts in rural Georgia with possible
indicators to estimate need for HIV prevention programs. [Report]
Substance Abuse Treatment Needs Assessment and Resource Inventory
for People Living with HIV Disease in the Atlanta Eligible Metropolitan
Area
Interviews with HIV providers and substance abuse treatment providers,
in combination with analysis of existing client data, were used to identify
the extent of substance abuse treatment needs among people living with
HIV and the availability of services to meet those needs. This project
was a collaborative effort with the Georgia Department of Human Resources,
Division of Mental Health, Mental Retardation and Substance Abuse. [Report]
Evaluations
Health Insurance Continuation Program (HICP) Cost Savings Analysis
Using secondary analysis of private insurance and program data, this evaluation
of the Health Insurance Continuation Program assessed the value of the
program, both directly to clients and indirectly to other state programs
such as Medicaid. [Report]
Impact Evaluation of SEATEC Training Programs
A standardized data collection form is used at SEATEC trainings to capture
both evaluation and quality assurance information. The effectiveness of
the training, the trainers, the training environment, and the impact of
the training are all assessed. These data are analyzed and reports are
provided to programmatic and organizational managers.
Intensive On-Site Trainings Program Evaluation
This six-state evaluation examines the effectiveness of intensive on-site
trainings conducted by SEATEC and also examines the long-term impact that
these trainings have on clinical providers' skills and knowledge.
Telephone interviews and written surveys are used to collect this information.

Longitudinal Evaluation of Two Ryan White Part A Clinics
Using multiple data sources including clinic data, chart reviews, and
written surveys, this evaluation explores the impact on clinical practice
of a year-long training program conducted at two newly-funded Ryan White
Part A programs. (ongoing)
Resource Inventories
An Initial Resource Inventory of HIV Prevention Programs and
Care Services, 1998-1999
Written surveys were mailed to all known organizations providing HIV prevention
programs and care services to identify the HIV care and prevention services
available in Georgia. Data were presented regionally and by public health
district to make this document more user-friendly. [Report]
A Resource Inventory of Georgia HIV Prevention Programs and Care
Services, 2000-2001
The initial resource inventory completed in 1998-1999 was updated and
expanded to include populations served by HIV prevention and care programs.
Written surveys were again used to obtain information for HIV care and
prevention agencies in Georgia. [Report]

for Persons Living With HIV in the Atlanta Eligible Metropolitan Area

In collaboration with Fulton County Government (a Ryan White Title I grantee)
and the Metropolitan Atlanta HIV Health Services Planning Council, we
developed standards of care for mental health and substance abuse treatment

Peer Counseling and Outreach Standards and Measures for the Atlanta
Eligible Metropolitan Area
In collaboration with Fulton County Government (a Ryan White Title I grantee)
and the Metropolitan Atlanta HIV Health Services Planning Council, we
developed standards of care for peer counseling and outreach in the
Atlanta Eligible Metropolitan Area. [Peer Counseling][Outreach]
SEATEC Continuous Quality Improvement (CQI) Plan
This continuous quality improvement plan was developed to assure appropriate
implementation of trainings and to monitor training quality and impact
on learners. This plan was implemented in the beginning of 2002 and provides
SEATEC with information for use in program planning and staff development.
